Documentation Instructions for
Hiring New OGC Attorneys
The following is a list of
documents that must be submitted to the Office of the Deputy General Counsel in order to process a hiring action that brings an attorney into
the Department of the Navy’s Office of the General Counsel. The items that
often take the greatest amount of time to collect are official law school
transcripts, and bar association letters of good standing and challenge
statements. Completion of the Standard Form (SF) 86 and SF 87 may also
expedite the process if you do not currently have a security clearance.

informational use. Applicants may consider gathering this information
prior to receiving an offer of employment in order to expedite the hiring
process. Please be aware that the Deputy General Counsel
has the authority to make an official offer of employment on behalf of OGC, and
that discussing, completing, or providing any of the listed information does not
imply that a selection decision has been made, or create an offer of employment.
Selectees will be asked to submit information when the Deputy General Counsel extends a conditional offer of employment. Applicants
should not submit this information with their application package.
In conjunction with a
conditional offer of employment, new OGC attorneys are asked to submit the
following forms and statements, which are required for processing of a hiring

In conjunction with our offer
of employment, please send us the following forms and statements that are
required for processing of your papers:
- Two copies of Resume or Optional form 612 –
(Optional Application for Federal Employment).
- Two copies of Standard Form 86 (Questionnaire for
Sensitive Positions; one must be the original SF-86). The position is
- Two copies of Standard Form 87 (Fingerprint
Chart). Most law enforcement offices can take your fingerprints.
- Proof of U.S. Citizenship if U.S. citizenship is
required for position (please reference the personnel notice to which you
applied). Either a certified copy of your birth certificate, a certificate of
Naturalization, or a certificate of citizenship. (This may be provided on first
day of employment.)
- A written statement from you indicating the state
bar(s) that you are a member of and your status with each bar (i.e., active,
inactive). You must be an active member in good standing of the bar of a state,
commonwealth, territory, or the District of Columbia, and be admitted to
practice before a state or federal court.
Note: You must be an active member of at least one bar to practice law with OGC.
- A current original official certificate from your
bar that you are a member in good standing, whether it is active or inactive
status (no copies please). If you are a member of more than one bar we need this
same information from each bar.
- A current original official statement from each
bar (whether active or inactive) that your fitness to practice law and your
conduct as an attorney has never been challenged (no copies please). If either
has been challenged, an official statement concerning the facts and
circumstances should be submitted, together with any explanation you may care to
Note: Some bars will issue a statement covering both #6 and #7 in one letter,
but some may require the bar’s disciplinary board to issue the challenge
statement. Please check with your individual bar(s).
- An official transcript of your law school record,
together with an official statement of your relative standing in your class.
(This item is not required if you have been a member of a bar for five or more
- Two current original letters of recommendation
addressed to the Deputy General Counsel.
- Declaration for Federal Employment (Optional Form
- Direct Deposit form (needs to be turned in 1st day
or 1st week of work to ensure proper receipt of pay).
signed photocopies (with original signatures) of forms required in multiple may
be submitted. Retain one copy of OF-612 and SF 86 for your records.
NOTE: Please notify us
