Ronald J. Borro
Mr. Ronald J. Borro was appointed
as a member of the Senior Executive Service and assigned to serve as
Assistant General Counsel (Installations & Environment) in January, 2007. In
this position, Mr. Borro directs the practice of law on behalf of the
Department of the Navy in the fields of environmental, natural resources,
and real estate law. As the Office of General Counsel’s senior attorney
for legal issues related to environmental, natural resources, and real
property law, he is responsible for setting legal policy in those areas
of practice throughout the Department of the Navy.
From May 2002 to January 2007, Mr. Borro served as the Senior Counsel
(Installations and Environment) within the Office of the Assistant Secretary
of the Navy (Installations and Environment). He has also served as the Deputy
Director for Civil Litigation within the Office of the Judge Advocate General
and as an Associate Professor at the United States Naval Academy.
Mr. Borro graduated from the George Washington University School of Law in
1978 and is currently an Adjunct Professor of Law at that institution. A 1973
graduate of the United States Naval Academy, he served on active duty in the
Navy for 21 years, retiring in 1994 as a Commander in the Judge Advocate General’s
Corps. Mr. Borro has been a member of the Navy’s Office of General Counsel for
the past twelve years, focusing his practice in the area of environmental law.
