Commander, Navy Installations Command Office of Counsel(CNIC)
CNIC is the Navy’s Echelon II command charged with providing consistent, effective,
and efficient shore installation services and support to the U.S. Navy worldwide.
CNIC is responsible for shore installations in 11 Navy Regions in the U.S. and overseas,
providing base operations support in all areas, including security, air and port operations,
civilian and military personnel support, facilities maintenance, housing, and morale,
welfare and recreation activities.
CNIC’s Office of Counsel is comprised of more than 40 attorneys, 8 of whom are
located at CNIC headquarters in Washington, D.C, and the remainder who are located
at 10 Region offices, each headed by a Region Counsel. CNIC attorneys provide legal
and business advice to support CNIC’s mission, working closely with all levels of personnel
on matters that include Government acquisition; fiscal law; civilian personnel and labor
law; real estate and environmental law; non-appropriated fund contracting, operations,
and personnel matters; international transactions; litigation; legislation; and various
administrative law matters, including government ethics/Standards of Conduct and Freedom
of Information and Privacy Acts.
