Counsel to the Commandant, USMC
By virtue of its esprit de corps and proficiency in military operations, the United
States Marine Corps is one of the elite military organizations of the world. It provides
forces for the conduct of operations in connection with naval campaigns and for other
operations as directed by the President. It also provides security for U.S. Embassies
throughout the world. The Commandant of the Marine Corps serves with the Chiefs of
the other Military Services on the Joint Chiefs of Staff. Marine Corps bases and air
stations are located overseas as well as within the continental United States.
The Office of Counsel for the Commandant is located at the Pentagon, with 100
attorneys at 14 field offices in the United States and on Okinawa, Japan. The Counsel
for the Commandant is the only Navy Office of General Counsel attorney with a Service
Chief as his principal client. His offices provide legal advice and services on a
broad spectrum of matters, including acquisition law, fiscal law, environmental law,
real estate law, civilian personnel law, and intellectual property law. The Office of
Counsel also serves Marine Corps commissaries, exchanges, and clubs in the business
aspects of their operations. Other practice area include reviewing and drafting legislation
and directives, counseling personnel and supervisors concerning Standards of Conduct,
Freedom of Information Act, and Privacy Act matters; advising on gifts; and working with the
Department of Justice and U.S. Attorneys in litigation affecting the Marine Corps.
